one possible solution could be people use public transport, for example there should be more buses , with different routes. People should speak quietly, furthermore the government could create more open space , perhaps It´s cuold build some really large garden.

NOISE

In my opinion Ceuta is a very noisy city because people use their cars instead of use public transport.
people speak very loudly and It´s a densely populated city.
In Ceuta there is no space open there is no space to build, because Ceuta is enclosed by Morrocan frontier.
